His research focuses on determinants of giving and volunteering, the theory of nonprofit organizations, public policy, and nonprofit managerial economics.

He received his Ph.D. in political science from the University of Chicago (1990) and has held faculty positions at Columbia University and Georgetown University, where he directed the Center for Democracy and Civil Society from 2003-2007.
